‘Only Rajesh Khullar helped me’: Deceased Haryana IPS officer’s suicide note reveals new details

CHANDIGARH: Senior Haryana IPS officer Y. Puran Kumar — who allegedly died by suicide at his Chandigarh residence on Tuesday had named 16 senior IAS and IPS officers in his note, alleging harassment and holding them directly responsible for his decision to take the extreme step. Among those mentioned, Rajesh Khullar, the Chief Principal Secretary (CPS) to Haryana chief minister Nayab Singh Saini, stood out as the only officer who, according to Kumar’s note, extended him genuine support and assistance whenever he reached out.

In his eight-page note, the deceased officer mentioned that he met Khullar twice and that Khullar even helped him by dictating notes to re-examine the matters discussed.

According to the note, Puran Kumar had met Rajesh Khullar, IAS (Retd), CPS to CM, on November 15, 2024, at his camp office to request him to “kindly intervene and put an end to this continued caste-based discrimination, targeted mental harassment, public humiliation and atrocities being committed against me.” “Khullar seemed convinced after having seen the documentary evidence shown to him on all the above matters. Subsequently, I again met Khullar on December 27, 2024, in his office when it came to my notice from a local media article published on December 26, 2024, that some proceedings to consider issuing a charge sheet were underway. Khullar himself had shown me that the matter was approved in a routine manner and was contrary to what he had though,” the note stated.“Immediately, he dictated a note to the ACS (Home) to keep the proceedings in abeyance and re-examine the entire matter in light of the supplementary comments submitted by me, and to put up the same by January 10, 2025,” the note stated further. He further mentioned that even in this issue — the details of which were confidential and confined to the officers of ACS (Home) and DGP Haryana — information got published in the local media before the matter was even finalised, which, he said, “definitely damaged my reputation and humiliated me in public view.” “The additional comments were submitted to ACS (Home), Government of Haryana, vide memos no. SPL-1 dated December 24, 2024, and December 30, 2024. However, the matter is still pending despite being blatantly devoid of any merit. It was only intended to harass me and humiliate me in public view,” the note mentioned. Rajesh Kumar Khullar, a retired IAS officer of the 1988 batch, is the overall in-charge of the Haryana CM’s office as CPS.
